Support for the production of audiovisual works

We received 37 applications for a total sum of over 300 million SEK after the application opened at 10:00 on 7 November. We therefore estimate that the budget of 100 million SEK will run out and have decided to close the application for 2022. The next round of applications is planned to open in the spring of 2023 and more information about that will come.

What does the offer include?

The support is intended for the production of audiovisual works, which includes feature films, documentary films, drama series or documentary series – regardless of the technology used. It is permanent support from 2022 and consists of a total of SEK 100 million per year. Only companies may apply for the support.

The support is a so-called production incentive, and can take various forms with respect to audiovisual works. The most common type of support is normally referred to as a production discount, but different types of tax relief have also been introduced in some countries for film productions. Sweden has chosen to introduce a production discount, which amounts to a discount of 25 per cent on production costs. This means that a company whose main business activity is the production of audiovisual works can apply for support for part of the cost of a production and then receive it in the form of a reimbursement after the costs have been incurred.

Ordinance (2022:1386) on state aid for the production of audiovisual works
sets the following support-eligibility requirements for a production:

  • that the production takes place in whole or in part in Sweden,
  • that the total budget of the production amounts to at least SEK 30 million for a feature film, at least SEK 10 million for a documentary film, at least SEK 10 million per episode for a drama series, or at least SEK 5 million per episode for a documentary series,
  • that the support-eligible production costs amount to at least SEK 4 million,
  • that the production's financing is confirmed for the part for which support is not sought,
  • that the production is classified as a cultural product based on a list of cultural criteria in drawn up in advance by the Swedish Agency for Economic and Regional Growth.

The purpose of the support is to increase the number of audiovisual works that are produced in whole or in part in Sweden. Applications are processed on a first-come first-served basis, and support is provided to the extent that funding is available.

This support is mainly governed by Ordinance (2022:1386) on state aid for the production of audiovisual works and Commission Regulation (EU) No 651/2014. The governing regulations are supplemented by the General Terms and Conditions of the Swedish Agency for Economic and Regional Growth.

Before you apply

Below is information that is important to keep in mind before applying for support from the Swedish Agency for Economic and Regional Growth.

The applications are processed based on the order they are received by the Swedish Agency for Economic and Regional Growth, on a first-come first-served basis. This is regulated in the ordinance underlying the support. It is therefore important that you have all your documentation ready when the application opens. More information is available under the Mandatory appendices section.

A prerequisite for the support is that the production's financing is confirmed for the part for which support is not sought. This means that in your application you should be able to certify that all other financing for production is confirmed and, if necessary, be able to authenticate your certification.

It is also important to make sure that the person applying for the support is authorised to do so. If you apply on behalf of the person responsible for production, you need a power of attorney. Applications submitted to the Swedish Agency for Economic and Regional Growth are public documents. Everyone has the right of access to public documents unless they are protected by confidentiality. We run a secrecy test before disclosing a document. Our assessment is that applications for this support contain business secrets, which are covered by confidentiality. Your application will be processed by administrators with special access to the application's documents in our systems.

When does the application open?

The application opens on 7 November at 10:00 CET and closes on 28 November at 10:00 CET 2022. Support is granted to the extent that funding is available. Therefore, the application period may be closed earlier.

Who can apply?

Companies whose main business activity is the production of audiovisual works are eligible to apply for the support. Private individuals are not eligible to apply for the support.

A company submitting an application must have either a production responsibility for the entire production, i.e. responsibility for planning, recording, post-production, final product, budget responsibility and employer responsibility, or the right to represent a company with production responsibility through power of attorney.

What can you apply for?

Which parts of a production can I be granted support for?

Support can be granted for the costs necessary for the production to take place in Sweden. The parts of a production for which support can be granted are the recording phase and the post-production phase. All recording or animation is covered within the recording phase. The post-production phase includes, for example, video editing, VFX work or sound engineering.

Support cannot be granted for costs relating to pre-production, distribution or marketing.

Support cannot be granted for a part of a production has already been started in Sweden, as it would have taken place in Sweden regardless of support from the Swedish Agency for Economic and Regional Growth. However, support can be granted for a subsequent defined part of a production that has already been started.

Support-eligible production costs

Support-eligible production costs are costs that are necessary to record the part or parts of the production to take place in Sweden. Support cannot be used for costs incurred prior to submitting the application.

Support-eligible costs are as follows:

  • purchase of goods and services from commercial enterprises taxed in Sweden, or
  • salaries to employees with tax liability in Sweden.

Support-eligible production costs must:

  • amount to at least SEK 4 million
  • be necessary for the production to take place in Sweden.

For example, support cannot be used for the following:

  • interest expenses
  • fines, penalty fees and court costs
  • title deed costs
  • business mortgage costs
  • advertising or marketing costs
  • intra-group or related party purchases
  • entertainment and representation expenses
  • costs related to the support recipient's normal operation
  • investments in film infrastructure
  • depreciation costs
  • VAT.

Examples of support-eligible costs and supporting documentation:

Salaries to employees with tax liability in Sweden.
Explanation:
Salaries to employees with tax liability in Sweden, employed by the company applying for support, and that relate to the period of time for the part of the production that takes place in Sweden. For example, you cannot be granted support for salary costs paid to employees with tax liability in Sweden if the salary is paid in relation to recording time abroad, since this part of the production has not taken place in Sweden.

Supporting documentation for the application for payment:
Salary cost compilation (according to template), salary specification and any copy of tax cards for temporary labour.

Purchase of goods from commercial enterprises taxed in Sweden
Examples:
Purchase of equipment, props or petrol.

Supporting documentation for the application for payment:
Agreements, invoices and/or receipts as proof of purchase. Agreements and invoices must show the addresses of both seller and buyer. (Please note that purchases above SEK 4,000 require an invoice.)

Purchase of services from commercial enterprises taxed in Sweden
Examples:
Fees for actors or other hired staff, accommodation, catering, transport, rental of premises/recording sites and equipment, and post-production (video editing, VFX, film grading).

Support can also be granted for costs required to make the production available to disabled persons.

How do I apply for payment?

You must apply for payment of support with the Swedish Agency for Economic and Regional Growth no later than three months after the completion of the part/parts of the production that take place in Sweden are completed. You must attach written documentation to the application for payment as proof of the support-eligible costs and that the other conditions for the support have been met. Apply for payment via the My application E-service.

When you apply for payment, you must report the resulting costs compared to the budget. In connection with this, you must attach the general ledger for the production, and it must clearly state which cost items relate to support-eligible costs.

In addition, we may request special certificates, such as audit certificates, or the supporting documentation according to the example presentation under support-eligible costs.

How much support can you be granted?

You can be granted a maximum of 25 per cent of the support-eligible costs. Eligible costs must amount to a minimum of SEK 4 million. Production support can be granted to a maximum of SEK 100 million, i.e. as much as the entire budget for the support.

In addition, the Swedish Agency for Economic and Regional Growth must take into account the total public financing in the nature of support for a production, which means we may need to adjust the level of support. As a general rule, a production may be granted public financing to a maximum of 50 per cent. If you receive other public financing for your production, for example from the Swedish Film Institute, any of Sweden's film funds or public financing from another EU country, there may be limitations on the level of support. In order to determine whether the public funding is on a business basis or whether it has the nature of support, we may need to request additional documentation in connection with handling your application.

How long can the project continue?

Productions that are granted support in 2022 can apply for payment by 30 September 2025 at the latest.

Mandatory attachments

In order to process your application, we need the following supporting documentation enclosed with the application:

Itemised budget, such as from Movie Magic Budgeting saved as a PDF or Excel file. Itemised budget must show:

  • Cost items and sums in SEK
  • Divided into Sweden, within EU, and outside EU

If the production takes place partly in another country, the country that a cost is attributed to must clearly be shown

Itemised financing plan that shows the following:

  • Sources of finance and sums in SEK
  • Divided into Sweden, within EU, and outside EU

Signatory documentation, if you are applying without being an authorised signatory.

Power of attorney, if you are applying as a representative for another company (see section Who can apply?)

Description of the production, which must contain the following:

  • project plan/schedule, and
  • synopsis.

Description of the production is supposed to give an overview of what is to be done, when it is to be done and where it is to be done. The description is required to be a maximum of 1-2 A4. Project plan and schedule can be entered under the same heading.

Requirements, conditions and rules

Cultural criteria

Support for the production of audiovisual works can only be granted to films or television series that constitute a cultural product. Films or television series that dramatise or stage a story, non-fiction or fiction, regardless of genre or recording technology, are counted as cultural products.

Documentary films or documentary series that deal with a particular subject, person or event, regardless of genre or technology, are also counted as cultural products.

The following types of work are not counted as cultural products, according to the definition of the Swedish Agency for Economic and Regional Growth:

  • Commercials and promotional films
  • Reality series
  • Talk shows
  • Music videos
  • Sport or news programmes
  • Game shows
  • Instructional films
  • Recorded theatre performances
  • Pornographic films

What is the reasoning of the Swedish Agency for Economic and Regional Growth behind cultural criteria?

In accordance with the ordinance, the Swedish Agency for Economic and Regional Growth must define cultural criteria in advance. The main objective of the support is to increase the number of audiovisual productions recorded in Sweden. Opening the support to all types of productions gives the best chance of meeting this objective.

Therefore, the starting point for the Swedish Agency for Economic and Regional Growth is that the support should not be limited to productions with some link to Sweden or Europe. Another starting point for the Swedish Agency for Economic and Regional Growth is that all drama (in a broad sense) can be counted as a cultural product, regardless of genre or production method, and regardless of whether it is produced for commercial purposes.

Budget

The total budget for the entire production must amount to:

  • at least SEK 30 million for a feature film
  • at least SEK 10 million for a documentary film
  • at least SEK 10 million per episode for a drama series, or
  • at least SEK 5 million per episode for a documentary series.

The total budget includes all costs that must be financed. From early development, pre-production, recording, post-production, etc. Distribution costs charged by the contracted distributor are not included in the total budget.

The budget levels are regulated in the ordinance underlying the support. The Government has set a relatively high limit regarding which productions can receive support. According to the Government, these are productions that are most likely to increase employment in the audiovisual sector, in supporting cultural and creative sectors, and in the regional hospitality sector.

Financing

A prerequisite for being granted support is that the entire production's financing is confirmed for the part for which support is not sought. This means that in your application you should be able to certify that all other financing for production is confirmed and, if necessary, be able to authenticate your certification.

General Terms and Conditions

When your production has been granted support, you must sign the "Confirmation of commitments" form and send it to the Swedish Agency for Economic and Regional Growth within 14 days of obtaining the decision on support. By signing, you confirm your commitment that the production shall take place in accordance with the decision on support by the Swedish Agency for Economic and Regional Growth, including the General Terms and Conditions for the support. Submitting your application

You submit your application via the My application E-service. Select "Are you applying for funding for your company?", and then Audiovisual Incentive top right.

Some support will be available where application questions are translated into English, and it is possible to use English to answer in the application.

The application is divided into five parts.

  1. Your details
    Here, enter the information about the applicant organisation; such as company name, corporate identity number, ownership, but also a unique designation for the application.
  2. 2) Questions about the production
    Here, answer the questions about the production; such as the start and end dates, and the type of work that the production relates to.
  3. Financing
    Here, fill in the financing plan, planned payment applications; and answer questions on the financial conditions for the production.
  4. Support-eligible production costs
    Here, fill in an outline budget with your support-eligible production costs.
  5. Appendices
    Here, attach the mandatory appendices and appendices you consider necessary for our processing of the application. You will find information on mandatory appendices that must be included with the application under the Mandatory appendices section.

The applications are processed based on the order they are received by the Swedish Agency for Economic and Regional Growth, which is regulated in the ordinance underlying the support. It is therefore important that you have all your documentation ready when the application opens.

During the processing, an administrator at the Swedish Agency for Economic and Regional Growth may contact you to ask for additional information.

Personal Data

The Swedish Agency for Economic and Regional Growth processes personal data to implement the system for support to produce audio-visual works. The Swedish Agency for Economic and Regional Growth is the data controller of the processing. We process personal data about applicants and persons mentioned in the application who participate in the production.

We store and process the following personal data: name, address, telephone number, email address and any other information that is mentioned in the application. For statistical purposes, we process information about the gender of the company’s CEO.

We process the personal data to handle, assess and administer applications for support. The personal data is also used for statistical purposes, different follow-ups, evaluations, and analysis, and for archive purposes. If support is granted personal data can be made public on websites or in other electronic summaries.

Our legal basis for processing personal data is that it is necessary to fulfil tasks of general interest. Personal data in public documents is stored in accordance with current archive rules.

You have the right to request information about the processing of your personal data, as well as the right to request rectification, or restriction of processing. In some cases, you have the right to have your personal data erased. A request will be examined in accordance with the applicable legislation. What is to be retained in archives according to the Archives Act cannot be erased or amended.

Documents submitted to us will, as a rule, be public documents that are registered and preserved in accordance with the Public Access to Information and Secrecy Act (2009:400) and archive legislation. This also applies to personal data. If anyone asks to see a public document, the information may therefore be disclosed in accordance with the principle of public access to official records, unless it is subject to confidentiality.

How is your application processed and decided on

When you submit the application, it is given a timestamp. The applications are processed based on the order they are received by the Swedish Agency for Economic and Regional Growth, on a first-come first-served basis. This is regulated in the ordinance underlying the support.

The Swedish Agency for Economic and Regional Growth will first make an assessment of whether the application is complete and meets the requirements of regulations and laws. The Swedish Agency for Economic and Regional Growth will not make a qualitative assessment of the content in a production.

The Swedish Agency for Economic and Regional Growth will then make a decision on the maximum support amount. Support will be granted within the budget, the budget for 2022 is SEK 100 million. All decisions to applicants are sent on the same date.

You will receive the funding by submitting an application for payment after the costs have been. You cannot receive support for costs incurred prior to submitting the application.

The support amount only becomes final in connection with the decision on payment by the Swedish Agency for Economic and Regional Growth. If the eligible costs are lower than those you specified in the application, the final support amount will decrease accordingly. If eligible costs are lower than SEK 4 million, no support will be paid.
